We Need BIPOC Foster Parents! 

It is extremely important that youth’s identities and cultures are respected and celebrated while they’re in foster care. According to the Massachusetts Department of Children and Families 2022 Annual Report, 57% of children ages 0 to 17 in our state’s foster care system are BIPOC. However, BIPOC youth make up only 36% of the state’s total child population. The reasons that BIPOC youth are overrepresented in foster care are vast and complex, interwoven with our socioeconomic and legal structures. Similarly, the solutions to fixing this problem are vast and complex. But one way we can better serve youth in foster care right now is by making sure there are more foster families who share their identities.  

There is not nearly as much conclusive research on the demographics of foster parents as there is on the demographics of youth in foster care. However, according to Fostercarecapacity.com, only 22% of Massachusetts foster families identify as BIPOC. In our state, there is a disconnect between who the youth in our foster care system are and who is caring for them. Here at Bridges Homeward, we believe that if we can help close that gap, youth will receive better care.  

The child welfare system is one of the oldest in America. Its roots extend to before slavery was abolished. This history of racial oppression has well-documented repercussions that still effect children today. At Bridges Homeward, we have observed that one of the most important things a youth in the child welfare system can have, especially BIPOC youth, is a positive role model who shares their identity. So often, foster parents can and must be these role models, which is why BIPOC foster parents are especially important.  

Child welfare’s history of racial oppression has well-documented repercussions that still effect children today.
